There is no mention of it on NeilDiamond.com, and the most information I found was from this fan site, which looks like it is stuck in 1999.

The same site has an page about F.O.N.D, including an email and mailing address to become a member. I’m not sure what to make of all this, but I’m going to keep digging to find out how exactly to join.
